Orange County Supreme Court sits inside the Orange County Government Center at 285 Main Street in Goshen. This is the 9th Judicial District, which covers Orange, Dutchess, Putnam, Rockland, and Westchester counties.

The Government Center. The courthouse is located on the 3rd floor of the Orange County Government Center. This is a multi-use government building, not a standalone courthouse. If it is your first time in the building, allow extra time to locate the correct floor and courtroom.

Getting there. Goshen is approximately 65 miles northwest of New York County. The drive takes roughly 90 minutes depending on traffic on I-87 (New York State Thruway) or Route 17. This distance is the primary reason firms retain per diem coverage for Orange County rather than sending their own attorneys. There is no direct public transit from the city.

Parking. Free parking is available in the Government Center lot. The building is also within walking distance of the Goshen village center.

How Orange County Differs from NYC.

Attorneys who practice primarily in the five boroughs will encounter a very different environment in Orange County. The court is smaller, the bench is smaller, and the expectations for attorney preparation are high.

Mandatory NYSCEF e-filing. Electronic filing through NYSCEF is mandatory for civil cases in Orange County Supreme Court. Confirm your case type is covered before attempting paper filing.

Smaller bench, personal attention. Orange County has far fewer Supreme Court justices than any of the five boroughs. Judges know the attorneys who appear regularly, and they notice when someone shows up unprepared. The courthouse culture rewards preparation and punishes wasting the court's time.

9th Judicial District rules. Orange County follows the 9th Judicial District's Uniform Rules in addition to statewide rules. Individual judges maintain Part Rules that govern conference procedures, motion practice, and discovery management. Always review the assigned judge's Part Rules before your first appearance.

ADR and settlement. The 9th Judicial District maintains an active alternative dispute resolution program. Settlement conferences are taken seriously, and the court expects meaningful engagement from all parties.

The calendar is called at 9:30 a.m. daily. All correspondence with the court goes through NYSCEF, and telephone calls to chambers are reserved for matters requiring immediate attention.

Scheduling inquiries go to the Part Clerk, not to chambers. The rule is explicit that any scheduling inquiry is directed to the Part Clerk.

Adjournment requests must be in writing, filed through NYSCEF at least 48 hours in advance, and must state the reason for the request, whether the other parties consent or object, the length of adjournment sought, and the number of prior requests. The rule then says the thing that matters most to a covering attorney: a request for an adjournment, even on the consent of all parties, is not effective unless and until the court approves it.

A conflicting appearance is your obligation to report, in advance. Counsel scheduled before this court and another court on the same date must notify the Part Clerk before the appearance date. The rule warns counsel not to ask opposing counsel to advise the court of the conflict when the case is called, because the court may proceed in that attorney's absence.

Why this matters for per diem coverage. Because adjournments route through NYSCEF and the Part Clerk rather than through the attorney appearing that morning, a case can be crossed off the calendar before the covering attorney reaches the courthouse. We have seen exactly that happen in this part. When we cover an Orange County appearance we check the calendar status the morning of, and if a case has come off we report the adjourned date the same day rather than leaving you to discover it later.

Other rules worth knowing. A preliminary conference is held within 45 days of the RJI, and a proposed preliminary conference stipulation must be e-filed five days beforehand, including the Presumptive ADR section. No working copies are accepted. Briefs are limited to 15 pages absent permission. Motions are decided on submission unless the court directs oral argument or a party requests it by writing "Oral Argument Requested" above the index number. Summary judgment motions must be made within 60 days of the filing of the Note of Issue.
