IAS 21 and 21M before Justice Colon sit at 10 Richmond Terrace, Room 220. IAS 3 and 3G before Justice Marrone sit at 18 Richmond Terrace, Courtroom 210. The court's own directory lists 26 Central Avenue as the single address, which is how counsel ends up at the wrong building.

Which Richmond County Supreme Court parts are not at 26 Central Avenue?

Two. Justice Colon's IAS 21 and 21M sit at 10 Richmond Terrace in the Borough Hall building, Room 220 on the second floor, with the entrance at the corner of Hyatt Street and Stuyvesant Place. Justice Marrone's IAS 3 and 3G sit at 18 Richmond Terrace, Courtroom 210. Foreclosure auctions are also held at 18 Richmond Terrace, in Room 112.

Are motions in Richmond County Supreme Court argued in person or on Microsoft Teams?

It depends entirely on the part. Justice Marrazzo hears motions in person and orally argued on Thursdays at 9:30 a.m. Justice Troia hears them in person every other Wednesday at 9:30 a.m., with oral argument mandatory. Justice Colon and the foreclosure part run on Teams. Justice Ozzi decides motions on submission, with argument by video on request. Justice Porzio sets the format per appearance, and an eCourts entry marked Hybrid means the appearance is virtual.

Does a Richmond County conference require settlement authority?

In two parts it does. Justice Colon's rules direct that counsel appear with knowledge of the case, authority to settle, and preplanned access to the client or adjuster. The foreclosure conference part requires parties to be prepared to discuss case status with full settlement authority. Sending a covering attorney without that authority defeats the appearance.

Richmond County runs its civil Supreme Court parts out of three separate buildings in the St. George area of Staten Island, and the court's own directory lists a single address for all of them. That gap is the most common way an appearance in this county goes wrong, so it is the first thing on this page.

Two IAS parts do not sit at 26 Central Avenue.

IAS 21 and 21M, before Justice Colon, sit at 10 Richmond Terrace in the Borough Hall building, Room 220 on the second floor. The entrance is at the corner of Hyatt Street and Stuyvesant Place.

Every other civil part below sits at 26 Central Avenue. Counsel sent to 26 Central Avenue on a Colon or a Marrone matter is roughly half a mile from the courtroom, so confirm the building before the appearance rather than on the morning of it.

Requirements that catch covering counsel

Four of these parts impose something a covering attorney has to know before walking in.

Justice Colon requires settlement authority and live access to the carrier. Her rules direct that counsel appear with knowledge of the case, authority to settle, and preplanned access to the client or adjuster. The part also states that there are no routine adjournments and that it will not accept a stipulation to adjourn automatically.
Justice Ozzi requires the bill of particulars before the preliminary conference. It must be filed with the court beforehand and served on all parties 10 days in advance. Adjournments go to the part clerk at least two days before the motion date, with all counsel copied, and require the court's permission.
Justice Porzio sets the appearance format case by case. Read the Outlook invitation or the eCourts entry before dispatching anyone, because an appearance marked Hybrid is a virtual appearance. No adjournment request is entertained after 4:00 p.m. on the day before.
Justice DiDomenico does not take adjournment requests by email. The request is made by conference call to chambers with all parties on the line.

Parts this office does not cover
